Because I was going to add 2 small 1.45 pleats to give me a fuller than full circle (I just cant help myself), I went with a 33.75 waist circumference (ie, 33.75/(2*pi) = 5.375 radius) and a 33.375 outer circle radius (ie, 28 + 5.375 = 33.375), to end at my final 28 skirt length
